‘Pay increment due’

FIJI Teachers Union (FTU) general secretary Agni Deo Singh is pleading with the Education Minister to clarify to teachers whether the ministry will pay their increments for year 2017-2018.
Mr Singh claimed the teacher increment for the said years were due in August last year.
“Then if it is going to be paid, the question that begs our mind is when?” he said.
“The second one now (pay increment) should be due from August 1.
“But as far as this one is concerned, the annual performance assessment (APA) or appraisal of teachers, the APA for 2018-2019 is now shelved, as per the statement in the budget speech.”
Mr Singh claimed the APA was not suitable for civil servants.
“We are ready to assist in the formulation of a suitable assessment system.”
Mr Singh said if no assessment was going to be done this year, then the question on how teachers would receive their increment remained.
“Our proposal is everybody should be paid across the board at a flat rate because all the teachers have worked, they have performed.”
He said in 2017, the union was advised that a moderation process would be done after the heads of schools submitted the assessment of their subordinates to the ministry.
“I believe some of these moderations were done by senior officers from other ministries including the discipline forces.
“The question is why the moderation because the most competent person to assess anyone is the immediate supervisor.”
In an interview with this newspaper last week, Education Minister Rosy Akbar said teachers who were found to be qualified following the APA would be remunerated accordingly.
